The Public Health Specialist will maintain both advisory and managerial roles that require public health technical leadership, results-oriented analysis, advocacy, and constant and clear communication with the Ministry of Health, other host government ministries, implementing partners, and non-governmental organizations (NGOs). The incumbent will represent CDC Pakistan country office on Global Health Security issues at technical, policy, and strategic planning meetings, including meetings with collaborators and donor agencies.

The Public Health Specialist will receive technical direction from the Country Director Pakistan, who manages a diverse portfolio of Global Health Security, Global Immunization, Influenza and COVID-19 activities. Provides epidemiological expertise in support of agency’s GHSA disease prevention activities. Provides technical advice to host country Ministry of Health and other government ministries and national, regional and local partners to support GHSA regional surveillance and diagnostic network to enable sharing of information to characterize risk, prevent disease spread, and enhance control efforts.

The incumbent will create assessment tools and epidemiologic surveillance programs related to early and ongoing pandemic detection. The Public Health Specialist will advise on sustaining and integrating current surveillance networks, e.g., sentinel sites in selected hospitals in the identified priority areas. S/he represents the agency at technical working groups, conferences and meetings on GHSA-related issues. The Public Health Specialist will liaise between host country ministry, CDC Country Office, and Program staff at Headquarters on both technical and programmatic activities. Provides technical assistance to partners for the development of work plans and budgets. Reviews annual reports and continuation applications budgets to ensure the objectives are realistic given the budgeted amounts. The incumbent provides coordination and collaboration with other multilateral agencies to ensure project implementation addresses program strategic objectives and U.S. and host government national and international public health standards and best practice.


Qualifications & Requirements:

  1. Minimum five (5) years of mid-to-senior level public health experience developing, implementing, and evaluating GHSA programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
  2. At least 2 years of epidemiology experience in data collection, analysis, and interpretation is required.
  3. At least one additional year of experience at the managerial level with multiple staff is required.
  4. Day-to-day program and administrative management is also required.
  5. Completion of MBBS with Masters or Doctoral level degree in public health, with epidemiology major is required.


JOB KNOWLEDGE:

Thorough knowledge to support the host government and implementing partners in the development and strengthening of effective GHSA activities and professional knowledge foundation with strong theoretical and practical concepts of monitoring and evaluation and surveillance is required.

Thorough knowledge of the theory, principles, policies, implementation, evaluation, and dissemination of USG supported GHSA disease programs.

Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities, and regulations is required.

Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.

Good working knowledge of overall administrative requirements in support of memoranda of understanding and cooperative agreements is required.


Evaluations:

Level IV (fluent) Reading/Writing/Speaking in English and Urdu is required. English language skills may be tested.

Must have advanced oral and written communication skills to develop and maintain effective, sustainable working relationships.
